Snow Removal

Now that the winter season is here, the Code Enforcement Department would like to remind residents of some seasonal Ordinances.  Many of the Ordinances apply to either the property owner or the tenants.

The following Ordinances instructs that the owners or tenants shall remove the snow from their sidewalks within ten (10) hours of daylight if there is accumulation.  (Please keep in mind that Parkview students often walk to school and use the sidewalks.)

Borough Code:  3 3 6-3 “Owners or tenants to keep sidewalks clear”

The owner(s), tenant(s) or occupant(s) of lands abutting or bordering upon any of the public avenues or highways of the Borough of Westville shall remove or cause to be removed from the sidewalks and to the width of one foot out of the gutters in front of or bordering on their said lands all snow and ice within 10 hours of daylight after the same shall be formed or fall thereon, and any sand, dirt or other materials or collection of materials forming an obstruction or constituting an impediment thereon within 10 hours of daylight after the same shall have formed, collected or been created thereon.

The second Ordinance pertains to the parking of vehicles on certain roadways during snowfall.

373-21 “Designation of snow emergency no-parking areas”

Whenever snow has fallen and the accumulation is such that it covers the street or highway, no vehicle, trailer, boat or other object shall be parked or be standing on either side of any of the streets or parts thereof described in Schedule XVI attached to and made a part of this chapter.

Pursuant to the provisions of § 373-21, no person shall park a vehicle, trailer, boat or other object upon either side of any of the streets or parts of streets thereof listed below whenever snow has fallen and the accumulation is such that it covers the street or highway.

The firefighters of the Westville Fire Department also ask that if you have a fire hydrant located on your property to please help them by clearing an area around the hydrant in the event an emergency should occur.
